Gary Jones Wins State Committee Vote

Most of Saturday's standing-room only state committee meeting involved the question of whether or not Kay Dudley was a qualified candidate under Republican Party rules. The issue was party rule 10(f) which states regarding the office of chairman and vice chairman that, "They shall not be of the same sex." The sitting vice-chair is Odelia Dank. The election of Kay Dudley would have resulted in a conflict of the rule 10(f). The question most relevant was whether or not the state committee would stick to its rules or simply ignore rule 10(f) for convenience sake and brush the rule aside. Watching the unfolding process of how this was accomplished was fascinating.

The friction of the issue started when Bob Lundsford rose to make a point-of-order regarding the opposite gender rule. Odelia Dank, who was in charge of the meeting, refused to make a ruling on the point-of-order. Instead Dank decided to allow opponents and proponents of the Dudley candidacy to "define the issue" by allowing each side to "debate" before the committee. However, a request for the parliamentarian to address the issue was offered to Dank who refused to recognize the request stating, "Normally a parliamentarian doesn't get up and speak."

Then Tom Prince, the parliamentarian and legal counsel to the Oklahoma Republican Party, suddenly appeared to state his opinion of what rule 10(f) actually meant. Prince stated that rule 10(f) wasn't a rule but rather a "goal" for the chairman and vice-chairman to be of opposite gender; therefore, it was his judgment that Dudley's candidacy was proper. After both sides presented their arguments, a vote was taken to decide whether Dudley's candidacy was valid. The vote results showed 171 for validity and 109 against. 61% of the state committee believes rule 10(f) is actually GOAL 10(f). While it didn't pass the smell test, it passed the state committee with flying colors.

Clearly rule 10(f) is a rule, NOT a goal. Eliminating rule 10(f) would potentially result in locking out either gender from leadership participation in the party once again. Some would argue, me included, that we should have the best people in place regardless of gender. But to simply cast the rule aside as a goal is clearly wrong. Change the rule at the state convention if you believe it's not good for the party. But don't do what Democrats have done to the constitution and just interpret the rule to be a goal. I suppose some might argue (offensively) that the 1st Amendment doesn't guarantee the right of free speech rather it makes free speech more of a goal. In other words, Republicans should follow the rules or change them properly. Is this really too much to ask?

After each candidate and their sponsors addressed the committee, a vote was taken to determine who would be the interim chairman. But before the vote Tim Pope withdrew his name from consideration. He stated that his continued involvement "would only draw away votes from the conservative side of this." It was a very self-less and honorable act on his part. The first ballot showed Kay Dudley with 119 votes; Gary Jones with 90 votes and Brian Maughan with 72 votes. The second and decisive ballot, showed Jones with 137 votes and Dudley with 131.

Jones win is a surprising upset given that every state-wide elected official and virtually the entire Oklahoma Republican Party establishment had endorsed Kay Dudley. U.S. Congressman Frank Lucas and National Committee Man Lynn Windell spoke on behalf of Dudley before the vote.

After the vote, Brian Maughan graciously celebrated the selection of the new chairman and demonstrated a high level of class in doing so.

It remains to be seen whether Gary Jones will be a good chairman or not. It also remains to be seen whether the Republican establishment will truly unite the party and try to help Jones to be as successful as possible. The establishment can close up the fundraising resources Jones needs to be successful or they can open them for the sake of the party. Or will the ghost of Mike Morris (former Republican Chairman) come back to haunt?

Only one question remains unanswered. Does the Republican establishment care more for principle than control and power? Only time will tell.

Thanks for the newsletter. I think you fairly described both Democrats and Republicans and their goals are appear to end in the same place just at a different pace. I think the difference is not much different in the end results from jumping out of a 20 story window or a 10 story window. I think it is shameful that most of the people that maintain there is a difference in the two parties are the same people that cannot see the significant difference in lawful money and legal tender.

Until they understand that fact I do not look for any meaningful reform to either party.

As for Trent Lott, although I was watching the birthday party and was not offended by what he said, I find no tears for his removal. I think it is much too late. Ask Mr. Schippers, the council for the House Managers, who had more to obstructing the conviction of Bill Clinton than Mr Lott. If he and all the other Senators who did not live up to the oath of Office are not guilty of Treason they are at least guilty of obstruction of justice. So I say good riddance.
